The Arctic Council, recognizing critical changes and important issues related to shipping in the Arctic, at the November 2004 Ministerial meeting in Reykjavik, Iceland, called for the Council's Protection of the Arctic Marine Environment (PAME) working group to "conduct a comprehensive Arctic marine shipping assessment as outlined under the Arctic Marine Strategic Plan (AMSP) under the guidance of Canada, Finland and the United States as lead countries and in collaboration with the Emergency Prevention, Preparedness and Response (EPPR) working group and the Permanent Participants as relevant."

The Arctic Marine Shipping Assessment, or The AMSA 2009 Report, was approved at the 2009 Ministerial meeting in Tromsø.

Arctic Shipping Best Practice Information Forum Documents

The purpose of the Arctic Shipping Best Practice Information Forum is to support effective implementation of the Polar Code by making publicly available on a dedicated web portal, information relevant to all those involved in safe and environmentally sound Arctic shipping, including vessels owners/operators, regulators, classification societies, marine insurers, and indigenous and local communities.

The Forum's web-portal is available at www.arcticshippingforum.is.

Arctic Ship Traffic Data Documents

The Arctic Ship Traffic Data Project collects historical information about shipping activities in the Arctic. This library contains information generated with data from the ASTD system. More information on ASTD on www.astd.is.

Arctic Marine Tourism

Arctic Marine Tourism
This is the online repository for PAME's Arctic Marine Tourism Project (2019-2021). This project has compiled and analysed information about passenger vessels from 2013-2019. Data has been filtered and organized and presented in the form of this online repository of information, available for use by all. A key component of AMTP 2021, this repository includes a range of detailed Excel sheets as well as accompanying maps that can be further manipulated for desired ends (e.g. trend analysis). 

The information is for three areas, the Arctic Polar Code area, the Icelandic EEZ and the Faroe Islands EEZ.

This repository contains:
 - Excel spreadsheets with a list of ships and information on each ship entering the area 2013-2019 (total and monthly aggregated)
 - Maps from the Arctic Marine Tourism 2021 Report, and more maps then contained in the report
 - Graphics from the Arctic Marine Tourism 2021 Report

All information and data is free for use by all.

Heavy Fuel Oil Documents
The AMSA Report recommended that the Arctic States cooperatively support efforts at the International Maritime Organization (IMO) to augment global ship safety and pollution prevention conventions with specific Arctic requirements.

Accordingly, in 2010 PAME initiated the first of several reports tasked with identifying trends and environmental risks, as well as options for minimizing those risks, associated with the use and carriage of heavy fuel oil (HFO) by ships in the Arctic.

These documents are all in the HFO Library.

Arctic Ocean Review Documents

Arctic Council Ministers initiated the Arctic Ocean Review (AOR) project in 2009 under the leadership of the PAME working group to provide guidance to the Council on possible ways to strengthen governance, and to achieve desired environmental, economic and socio-cultural outcomes in the Arctic through a cooperative, coordinated and integrated approach to the management of activities in the Arctic marine environment. According to PAME’s AMSA II(D) 2014 report, “Projected increases in Arctic shipping, especially in the tourism, fishing, energy and mining sectors, means that increased quantities of ship-generated waste will be generated and transported onboard ships travelling through the Arctic waters with an attendant increase in risk of pollution and discharges to the marine environment.”

Due to the unique Arctic marine environment, which is both environmentally sensitive and remote, compliance with MARPOL requirements as shipping increases in the future is imperative. One such requirement for Arctic port states is to ensure the provision of adequate port reception facilities (PRF) for certain ship generated waste, long recognized as a key element in MARPOL for the prevention of pollution from ships.

This document includes path forward, with approval of AC SAOs, for Arctic Council countries, through their IMO Delegations, to bring this work to the attention of IMO’s Marine Environment Protection Committee (MEPC) for consideration.
