The National Plan of Action for the Protection of the Marine Environment form Anthropgenic Pollution on the Arctic Region of the Russina Federation (Russian NPA-Arctic) is a result of a five years joint effort of the Russian Government, State Duma, Army and Navy, local gevernment, private sectors and NGO´s, with the assistance of ACOPS (Advisory Committee on Protection of the Sea).
The Russian NPA-Arctic has identifies 38 activites that are plannes to be implemented in th eperiod from 1999 to 2001. Implementation of four of these activites has been financed through the GEF PDF-B project.
"Support to the National Plan of Action for the Protection of the Marine Environment from Anthropogenic Pollution in the Arctic Region of the Russian Federation".
The main four activites of this project are:
- Review and evaluation of relevant legislation and administrative arrangements at federal and regional levels:
- Identification, charaterisation and prioritisation of environmental hot-spots;
- Analysis of pollution transport mechanisms and zones of impact; and
- Analysis of the existing practice in preparation of pre-investment studies in the Russina Federation, as well as development of guidelines for their further preparation.
The implementation of the Russian NPA-Arctic is one of the priorites of the Regional Programme af Action for the Protection of the Arctic Marine Environment from Land-Based Activities (RPA) which was prepared by PAME in 1998.
Past PAME meetings have expressed their support for the efforts of the authorities of the Russian Federation and ACOPS in the development of the Russian NPA-Arctic and have assisted ACOPS in promoting the project among member countries of the Arctic Council with respect to information sharing, collaboration and in the fund-raising efforts for the implementation of the Russian NPA-Arctic.
